Can you replace a rooflight without scaffolding?
Often on a single storey roof. Rarely above that, and the reason is safety rather than cost.

Sometimes, and it depends on height, pitch and what is beneath.
When a tower or ladder is enough

Single storey flat roofs. Usually reached from a mobile tower, and once on the roof the work is on a flat surface. Most single storey extension rooflights need no scaffold at all.
Low pitched single storey roofs where the window is near the eaves and the work can be done safely from a tower.
When scaffold is needed

Two storeys and above. Working at that height on a pitched roof needs edge protection, and a ladder does not provide it.
Steep roofs, where a person cannot work safely on the slope without a platform.
Over a conservatory or a fragile roof. A fall onto glass is a serious injury, and the fragile roof itself needs protecting.
Where the window is high in the slope, well away from the eaves, so it cannot be reached from an edge platform.
Large or heavy units that need handling rather than carrying.
Why we will not skip it

It is a safety decision, not a preference. Falls from height are the largest cause of death in construction, and a rooflight job is precisely the kind of short duration work where people talk themselves out of proper access.
If a quotation is significantly cheaper than others for a first floor window, it is worth asking how they intend to reach it.
Reducing the cost

Scaffold is a fixed cost, so doing every window on that elevation in the same visit spreads it. If you have three windows on one slope and two are misted, ask what the third costs while the scaffold is up. It is usually much less than doing it separately later.
Alternatives

A cherry picker occasionally works out cheaper for a single window with good ground access. It needs firm level standing and room to set up.
Sometimes, and it depends on height

Scaffold is one of the largest lines on a rooflight quotation, so this is a reasonable question. The honest answer is that it depends on where the window is rather than on how the work is done.
When a tower is enough

Single storey work: an extension roof, a bungalow slope, a garage. A mobile tower can be erected and moved in minutes, it stands on the ground you already have, and it costs very little.
Most flat roof rooflights, most sun tunnels and most bungalow roof windows fall into this category, which is a large part of why those jobs are cheaper than they look.
Where a platform is the only safe answer

Two storey work, particularly at eaves height or above. Scaffold gives a working platform, edge protection and somewhere to stage materials, and at that height it is a safety requirement rather than a preference.
Also any steeply pitched roof where working off a ladder would be unsafe, and any job where several units are being fitted and materials need staging.
What about working from inside
Some systems allow a unit to be changed largely from inside, and it is worth understanding what that does and does not cover.
What cannot be done from inside is the weathering: the underlay collar, the flashing kit and reinstating the covering over the flashing. Reaching those means lifting tiles or slates around the opening.
An inside only replacement reuses flashings of unknown condition, cannot inspect the timber around the opening, and cannot correct an underlay collar that was wrong to begin with. Where a unit has failed early, the cause is frequently one of those three things, and repeating them buys another failure rather than another twenty five years.
We work from outside for a full replacement, because that is what our guarantee covers.
The honest way to reduce the cost
Not avoiding access, but sharing it. Access is a fixed cost spread across everything done in the same visit, so two windows replaced under one scaffold cost meaningfully less than two replaced a year apart.
Since units fitted at the same time fail at about the same time, the second is usually coming anyway.
Where scaffold stands
On your own land it needs no permission. On a pavement it needs a highway licence from the county council, which takes time to arrange and carries a fee and conditions.
Tell us at enquiry whether there is side access to the rear. On a terraced property that single fact changes the quotation more than the choice of unit does.
Sometimes, and it depends on four things
Height, pitch, how much covering has to come off, and what is below.
A single window on a modest two storey rear slope, reachable safely with a ladder and a roof ladder, can be done by a competent pair without a scaffold. A steep roof, a third storey, a run of several units, or anything above a conservatory is not that job.
The honest test is whether the work and the materials can be handled safely throughout. Where the answer involves the word probably, it is a scaffold.
The alternatives that are not a scaffold
A mobile tower where there is a level surface to stand it on. Quicker and cheaper to set up, and adequate for a single unit at moderate height.
A powered access platform for one high unit where there is room for the machine to stand and a route in.
Internal removal, on models designed for it, which reduces roof time without eliminating it. The flashing still interleaves with the covering, so tiles or slates come off regardless.
Why it matters to the price
On a small job the access can cost as much as the window, which surprises people and is not padding. Erection, hire and dismantling are real costs regardless of how quickly the unit goes in.
It is also why doing several windows in one visit is far better value than one at a time. The access is shared.
The warning sign
Where one quotation is markedly cheaper than the others, access is the first place to look for the difference. Doing at height what should be done from a platform is not an efficiency.
