Bures sits on the Stour with the river as the county boundary, so the village is half in Essex and half in Suffolk. It has a dense historic core and a great deal of period and listed stock.

Two authorities

The practical consequence of the boundary is that which side of the river a property sits on decides which authority handles any application. It does not change the product, but it changes who you talk to, and we establish it before starting rather than after.

Historic roofs

Clay pantile and plain tile, timber framed buildings, and roofs that have moved over several centuries. That last point matters more than people expect: an old roof is rarely flat, straight or square, and a made to size unit has to be measured against what is actually there rather than what the drawing says.

Flush conservation rooflights are the product here, and on listed buildings consent comes first.

One village, two counties, two councils

Bures is split by the Stour. Bures St Mary is in Suffolk, Bures Hamlet is in Essex, and the boundary runs through the middle of the settlement. For most purposes that is a curiosity. For a planning application it is the first thing to establish, because it decides which authority you are dealing with.

It matters more than people expect. Two different councils mean two different application portals, two different fee schedules, two different conservation teams and, in practice, two slightly different sets of expectations about what an acceptable rooflight looks like. Neither is harder than the other; they are simply not the same, and starting with the wrong one wastes weeks.

We check which side of the river a property sits on before doing anything else, and it takes a minute rather than an appointment.

What is the same on both sides

The law. Listed building consent is required for a rooflight on a listed building on any slope, front or rear, visible or not, in Suffolk exactly as in Essex. The listing covers the whole building inside and out. There is no small works threshold and no rear elevation exception, and doing the work without consent is a criminal offence rather than a planning irregularity.

Permitted development is the same too: a rooflight on an unlisted house outside any direction is permitted provided it projects no more than 150mm beyond the plane of the roof and does not sit above the highest part of it. And in a conservation area, permitted development survives unless an Article 4 direction removes it.

What varies is which authority you ask, and how quickly they answer.

The buildings

Similar on both banks: timber framed on the oldest properties, with handmade clay plain tile and peg tile coverings, steep pitches, and irregular historic rafters that may themselves be part of a listing.

Where that is the case, an opening is positioned to avoid the historic timber rather than cut through it, which means the survey establishes where a rooflight can go before anybody discusses what it should be. Made to measure sizes are frequently the answer rather than an indulgence, and they carry several weeks of lead time.

Handmade clay is the most demanding covering in this trade. A proportion breaks on removal whatever care is taken, matching weathered tile is genuinely difficult, and the usual answer is to take sound tiles from a hidden slope so the visible elevation stays consistent.

Expect no underlay on a roof never stripped. The weathering is then built around the opening rather than lapped into a membrane, which is normal on a building of this age and should be in the quotation rather than discovered on the day.

The valley setting

Bures sits in the Stour valley with the ground rising on both sides, so roofs here are seen from above as well as from the street. A rear slope that would be screened in a flat village may be visible from the lane on the opposite bank.

Describe that honestly in any application. An officer who can see from the submission that the visibility has been thought about is more likely to accept the conclusion than one who has to work it out.

The twentieth century housing

Ordinary work on both sides of the river. Concrete interlocking tiles, pitches around 30 to 35 degrees, cut roofs on the earlier properties and trussed rafters on the later ones, off street parking and space to stand a tower.

Establish cut or trussed from a loft photograph, because it decides more about the price than the choice of unit does. Profiled tiles need a deep flashing kit rather than the flat kit used on slate, and a flat kit on a profiled tile leaves voids that water finds within a season.

Access and coverage

Tighter in the older centre on both banks, with frontages close to the road and limited parking, and more straightforward on the later housing.

We cover both halves of Bures from Colchester and it makes no difference to us which county a property is in. Tell us the address and we will establish the authority, the listing and the conservation position before quoting.

What a job costs, either side of the river

The county boundary changes which council you apply to. It does not change what the work costs, and it does not change what we charge.

Four things move the price on a Bures property. Whether the opening already exists, because a like for like swap into a sound opening is the cheapest job in this trade. The covering, since handmade clay is slow to lift and a proportion breaks while concrete tile lifts cleanly. Access, which in the older centre on either bank is tight and on the later housing is easy. And what is found on strip out, which on an older building is a realistic possibility rather than a remote one.

Where consent is needed there is also a council fee and a wait, and the fee schedules on the two sides are not identical. Neither is expensive relative to the work.

Reading a quotation

Eight things should be itemised: the unit with manufacturer, model, size and glazing specification; the flashing kit and which profile; the insulation collar as a named line; access and who provides it including any highway licence; making good, to what standard, and whether decoration is included; disposal; Building Control where the work is notifiable; and a stated contingency for decayed timber with an indication of cost.

A quotation that gives one number against roof window supplied and fitted is not comparable with anything. Where ours is higher than another, the itemisation will usually show you why, and if it does not, ask.

Two guarantees, and why the distinction matters

The manufacturer warrants the product, typically the sealed unit against seal failure for a stated period and the frame and mechanism for a shorter one. We guarantee the installation for ten years.

They are separate cover from separate parties, and most rooflight problems are installation problems rather than product failures, which is why the second matters more. A manufacturer’s warranty also generally excludes anything installed outside its own instructions, which means a badly fitted window can void the product warranty as well as leaking.

Where a unit does fail under a manufacturer’s warranty on a job we did, we handle that claim. You should not have to argue with a manufacturer about a product we chose and fitted, and the labour to remove and refit is covered by us rather than by them.

Timescales

A like for like replacement into a sound opening is a single day. A new opening in a tiled roof with making good runs to three or four days. A sun tunnel is usually half a day.

In the older centre on either bank, consent is frequently the long part rather than the fitting. A listed building consent application runs to months, and a conservation rooflight in a non standard size adds several weeks on top.

One thing worth building into the programme here that does not arise elsewhere: confirming which authority you are dealing with before submitting anything. The boundary runs through the village, and starting with the wrong council wastes weeks. We check that first.

Privacy and obscure glazing

A rooflight faces the sky, so overlooking is rarely the issue it would be with a window in a wall. Where it does arise, it is usually because the property sits below higher ground or because a taller building looks down onto the slope, and in a valley village like this both happen.

Obscure glazing solves it permanently and without a blind. It comes in several grades from lightly textured to fully opaque, it costs a modest premium at the point of order, and it cannot sensibly be added later because the labour and access are the same as replacing the whole unit.

It is worth thinking about for a bathroom or an ensuite regardless of overlooking, and it is worth avoiding anywhere the view matters, because obscure glass gives you light without any sense of sky.

On a side elevation facing a boundary, permitted development rules may require obscure glazing and restrict how far the unit can open, which is a legal requirement rather than a preference. We check that at survey.

How we work

Rooflight and Skylight Installation in Bures on a Essex flat-roof extension
Rooflight and Skylight Installation in Bures on a Essex flat-roof extension

A survey before a fixed price. An itemised written quotation naming the product, the flashing kit and the insulation collar. Disposal of what comes out. A ten year guarantee on our workmanship alongside the manufacturer’s warranty on the product.

Where consent is needed we establish which authority applies, prepare the survey and product drawing, and submit to the right council first time. On a village split by a county boundary that is worth more than it sounds.

Where the work is notifiable under Building Regulations we handle Building Control, on either side of the river.

Talk to us

Send a photograph of the roof and one looking up inside the loft, and tell us the address so we can establish which council applies before anything else. You will get a realistic range back the same working day wherever possible.

Where a job is urgent because water is coming in, say so and we will treat it as urgent rather than putting you in the queue. There is no charge for a question.

Common questions

Asked by people in Bures

The village is half in Essex and half in Suffolk. Which council applies?

Whichever side the property sits on, and the river is the boundary. That decides who you apply to and it is worth establishing before anything else, because the two authorities are separate and an approval from one means nothing to the other.

How constrained is the historic core?

Substantially. A dense historic core with a great deal of period stock, much of it listed and most of it within conservation designation. A front-facing rooflight on a village street property is unlikely; a rear slope with a low profile unit is the realistic proposal.

What covering will I have?

Plain clay tile predominantly, some pantile, occasionally thatch on the oldest buildings. Plain tile is the best case: flat, finely coursed, and a low profile unit sits well in it. Thatch is a different conversation and belongs to the thatching trade.

Do you fit rooflights into thatch?

No. Thatch is not a covering to cut into casually, and any opening in it needs designing with the master thatcher and agreeing with the insurer. Where a thatched property has a tiled rear addition, which many do, that part is ordinary work.
